They are afraid to punish those that get caught. A real simple solution to the trouble would be to make it a capital offence to sell drugs in the US. The dealer gets one appeal and if they are still guilty after that appeal have them dead within 6 month. Users get 0 strikes. If your caught with drugs you get 10 years in jail. Second offences get you life. This entire fantasy that you can deal with the drug problem by slapping a rist and some counseling is liberal crap. The Govt is not serious on its war against drugs.
